Constitution of CSSA

ARTICLE I : NAME

This organization shall be known as

Chinese Student and Scholar Association at University of California, Davis.

The short name is CSSA at UCD.

ARTICLE II : INTENT

CSSA is a non-political, non-profit organization. The objectives of this organization are as follows:

*   To promote cultural, academic, as well as science and technology exchanges between China and the United States.
*   To provide social activities and services for the students, scholars, and their families from China.

ARTICLE III : MEMBERSHIP

SECTION 1.

All the current and former students, scholars at UCD and their family members shall be eligible for active membership in this association. UC faculty and staff employee are eligible for associate membership.

SECTION 2.

A voting member must have paid his current membership due and must be the currently registered active members.

SECTION 3.
CSSA may not discriminate against any current or potential member on the basis of race, sex, religion, creed, age, sexual orientation, or handicap.

ARTICLE IV : OFFICERS

SECTION 1.

The officers of this association shall consist of a president, a treasurer, a secretary and other executive officers, with minimum 7 officers. These officers together constitute the executive committee of the association.

SECTION 2.

The officers of this association, to be eligible to be elected to office and to hold office, shall fulfill the current requirements of University of California at Davis and be a member. President must be a voting member as required by UCD. Other officers are appointed by the president. Other officers except secretary and treasurer can be moved from office by president at any time. Secretary and treasurer may be moved from office only by the unanimous decisions made by all other officers.

SECTION 3.

One term of office is an academic year. But there is no limit for a person to be at any position of the office. The president is elected by a majority vote.

ARTICLE V : AUTHORITY AND PRECEDURE

SECTION 1.

All powers and responsibilities not delegated to the officers of CSSA, as described in Article VI., are retained by the voting members of CSSA, with decisions on policy to be made by vote. A voting result is valid only if a majority of voting members are present. It's duty of the president, if not specific person is required by other rules, to notify voting members of CSSA of type of vote and the time and location of the vote five days in advance, and make sure the voting procedures and results are reliable.

SECTION 2.

The voting members of CSSA may overturn any decision made by committee, by way of a majority vote, which is called by the president requested in written form by at least 30% of the voting members.

SECTION 3.

The officers of CSSA must meet at least once a month, and a general meeting of CSSA's voting members must be held at least once a year during the school year. One general meeting must be held within one-month after the start of summer break and an election of next-year president is done and the result is known to the members during the meeting. If the new president cannot not elected, it is the responsibility of the present executive committee to continue to carry on its duty.

SECTION 4.

Voting on proposed, and voting on the removal of the president from office must be conducted during a general meeting, which is called by the secretary requested in written form by at least 20% of the voting members. And voting for the removal of president is in the charge of the secretary, two of current officers, and three voting members. Two third of total votes is required to remove the president from office and for any IMPORTANT issue.

SECTION 5.

Voting through internet is convenient and is valid only if the voting with name and department is sent to two members. But the election of new president and amendments to this constitution must not be done through internet voting.

SECTION 6.

The action of stopping this organization must be passed by the at least 75% members who have the voting right.

ARTICLE VI : DUTIES AND POWER OF PRESIDENT AND COMMITTEE

SECTION 1.

The elected president and his appointed committee members must try to fulfill the objectives of CSSA defined in Article II, take in charge of all kinds of activities.

SECTION 2.

The elected president and his appointed committee members have the right to make any decision with expense less than one thousand dollars.

SECTION 3.

Expense more than $200 must be discussed in the committee meeting with majority committee members are present.

SECTION 4.

The elected president and his appointed committee members don't have the right to comment politics of China representing CSSA members.

ARTICLE VII : FINANCE

SECTION 1.

The Finance for CSSA's activities is contributed by members, alumni, friends, and CSSA's fundraising events.

SECTION 2.

All money belonging to this association shall be deposited through a bank account established for this association at local bank.

SECTION 3.

All bills must be initiated by the president and checks written only by the treasurer.

SECTION 4.

It's the duty of previous president and treasurer to summit to new president and treasurer all the property and expense during the past year, with detailed bank reports at the request of the newly-elected president and treasurer.

SECTION 5.

In the event of the dissolution of the organization, all of its properties or assets shall, subject to the discharge of valid obligations of the organization, be distributed to one or more charitable organization as the executive committee may decide.

ARTICLE VIII : CSSA Email and Web Regulations

1. CSSA email system and web are owned by all the Chinese students and scholars currently enrolled UC Davis.

2. Email system and web are operated by CSSA committee on behalf of the owners.

3. CSSA committee shall comply with the plicies, rules, and regulations of UC Davis, the State of Californai, and the United States in operating these systems.

4. The function of this system and web are to provide convenience for communications among Chinese students and to serve as an information source.

5. Emails containing violence, sex, discrimination, slander, threatening remarks, and anonymous mails will be BLOCKED by this system. Reasons for such blocks will be provided upon the requests of the senders.

6. Emails not violating item (5) should not be blocked under ANY circumstance and shall be distributed in seven days.

7. CSSA committee will be open to suggestions and complaints about the system.

8. At least, 2 people have the passwords for managing the email system and the web at any time.

9. CSSA web site is place to post public information, no personal information is allowed, except the personal information of executive officers and financial supporters.

10. These regulations may be amended at any time by a two-third vote of the regular members either plenary meeting or by correspondence.
